Kaapro HR Consultancy Helped SHAS Odisha to Transform Healthcare Delivery under Biju Swasthya Kalyan Yojana (BSKY)

Client Overview:

State Health Assurance Society (SHAS) is a prominent healthcare organisation of the Health and Family Welfare Department, Government of Odisha, dedicated to providing comprehensive health coverage and services to the citizens of the state. 

● SHAS aims to improve public health outcomes by ensuring the availability of quality healthcare.

Challenges:

● SHAS issued an RFP to deploy Swasthya Mitra personnel across BSKY-empaneled hospitals in Odisha. Initially, the project required deploying 183 Swasthya Mitra professionals for healthcare operations.

● However, the requirement increased to 818 professionals in just over a year due to increased demands, presenting a significant challenge. The project needed a reevaluation of the strategy and resource allocation by Kaapro Recruitment Company to meet SHAS’s evolving needs.

● Verifying the authenticity of certificates was the first challenge, as there was a legacy of hiring candidates not meeting the minimum criteria.

● There was another issue of delayed statutory and salary payments to previously deployed Swasthya Mitras through a different agency.

Project Initiation and Strategy:

● Kaapro HR Consultancy in India began the project on 1st July 2021, with the objective of deploying qualified and experienced Swasthya Mitra professionals in Odisha.

● The core requirement was to deploy Swasthya Mitra professionals, with at least 55% having a graduation degree and at least two years of relevant work experience.

● Thorough verification of educational qualifications and work experience certificates was essential to ensure the authenticity and credibility of the candidates.

Resource Management and Deployment:

● To meet the increased demand, we adapted our resource management strategy.

● Leveraging our extensive network and industry expertise, we identified and recruited qualified candidates from various regions, including Odisha.

● Rigorous screening, selection processes, interviews, and reference checks were conducted to assess candidates’ educational qualifications, work experience, communication skills, empathy, and ability to deliver quality healthcare services.
